where can I buy KTX train ticket online?

- OK. To cut to the point. You cannot buy online unless you have a valid Korean National ID number.
Can you read Korean? Do you know anyone who can read Korean to help you. The site is in Korean. With no English available to help you purchase. Also the site installs a whole lot of anti-spy ware for financial transactions that isn't compatible with English Windows, is only compatible with Korean Windows.
www.barota.com used to be the train information and scheduling english but a quick look at it today and it is sending you to the korean rail homepage. :(
As for buying KTX tickets online, the KORAIL webpage in English says that there is only one place that you can buy them and that is from their website.
If you are in Korea, check out the local travel agent, there are many in each city who can make reservations and print KTX tickets, there are 4 in my city block alone and I am in a small city by Korean Standards! If they don't do it, they will try and help you find a store that does.
- Yes, you can buy tickets online, but they heavily overcharge foreigners, so its just not worth it. You can't book specific trains, but you get a kind of pass in the mail and then when you go to the train station they reserve you a seat.
That usually translates to a couple hours of waiting around in the station doing nothing.
The Korean travel system is a classic example of institutional racism at its best.
Anyway, check out the link below. The site to purchase the tickets almost never works, but it is listed there (star travel). Your best bet is to eMail the address listed at the bottom of the page, complain politely how nothing works, and provide your phone number. Then someone will call you and help you out.
Or you could simply go through one of the travel agencies in your country that is listed there. Most of them have websites.
Hope that helps.
